KAIST Takes Merging Steps with ICU
Plans to begin the merging of Korea Advanced Institute of Science and Technology (KAIST) and Information and Communications University (ICU) have emerged. ICU board members and Ministry of Information and Communications (MIC) officials held a meeting at Lotte Hotel, Seoul, on November 21st. The two parties agreed upon the merging of KAIST and ICU; and an interim organization to carry out the merging procedures was to be established. In addition, a preliminary road-map was presented during the meeting. In the event that a company would show a willingness to financially support ICU, the parties agreed to take this path into consideration as well. Also at this meeting, the resignation of ICU President Huh Unna was accepted by the board members of ICU. President Huh and the executive board have opposed any proposals of unification between the two universities. The president called for an independent ICU in response to MIC’s withdrawal of funding. On November 27th, ICU Electrical Engineering Professor Hyuck Jae Lee was appointed as ICU president. The talk of merging the two universities surfaced when the Board of Audit and Inspection concluded that financial support of ICU from the government was illegal as ICU was established under the private school law exempting the institution from governmental support. When ICU was established in 1997, MIC provided 200 billion Korean Won and has continually supported the university financially with 10 billion Korean Won per year. Both universities have not released official statements regarding the merging of the respective institutions. ICU has a student body of about 400 undergraduate students and 600 graduate students. On the other hand, KAIST has a student body of around 3000 undergraduate students, 2000 graduate students, and 2000 doctorate students. Both institutions are located in Daejeon, Korea. Talk of establishing a single-department IT-convergence university where ICU is currently located surfaced as a possible merging-concept by KAIST. Organizations and groups opposing the unification of the two technology-related institutions are concerned with details of the merger, such as the personnel management of ICU professors. However, analyses demonstrate that the unification will give KAIST the competitive edge through a larger faculty, student body, and increased facilities. In July, an in-house poll was conducted at ICU and the results showed that 15 percent of graduate school students and undergraduate students were against the merger while 82.6 percent of undergraduate students and 84.8 percent of graduate students were in favor. 88.6 percent of ICU professors supported the unification of the two universities.By KAIST Herald on December, 2007

KAIST Introduces Dual Degree Program for MBA with American and British
Korea Advanced Institute of Science and Technology (KAIST) Graduate School of finance signed a dual degree program contract with the University of Rochester and London Business School. Starting from the entering class of 2009, the dual degree program will allow students of the Graduate School of finance to attend ten lectures in a foreign university and receive degrees from both institutes. After the dual degree program is applied, in the case of the University of Rochester, KAIST students will finish three terms at KAIST Graduate School of Business. Then the students will spend the last eight months in the University of Rochester. This opportunity will be given to roughly 20 students out of 100 entering students.KAIST MBA School was built in 1995 and has been operated as the Graduate School of Business Administration for ten years. Then, it was developed into two major departments: the Graduate School of finance and the Graduate School of information and media. After the division, they have chosen the dual degree program as the strategy for building up the capability of the Graduate School of Business.The dual degree program of KAIST has a unique feature that other MBA Schools do not have. Once a student is selected by KAIST to participate in the dual degree program, the student will be able to study in the foreign university even if he or she had been rejected from it. This is an important characteristic that differentiates KAIST from other MBA Schools where students need to have approvals from both universities.As well as the Graduate School of finance, the Graduate School of information and media is currently working on signing a dual degree program contract with Marshall University. Once a contract on Memorandum of Understanding is signed, students will be able to receive MBA degrees from both KAIST and Marshall University.The University of Rochester is a MBA School specializing in finance, which in 2007, was ranked 5th in financial affairs and accounting according to Financial Times. Intelligent SoC Robot War 2007 Has Finale
Kyung Hee University’s “Sandi2007” and “Triple K” of Korea University of Technology and Education and Chungbuk National University were victorious in the Tank Robot category and the Taekwon Robot categories of the 6th Robot War Contest hosted by Korea Advanced Institute of Science and Technology (KAIST). Boldly entitled “07 Intelligent SoC Robot War”, KAIST hosted its 6th Robot War Contest. In this contest, battles between mechanical robots utilizing System on Chip (SoC) technology are fought. The first Robot War contest was held in 2002. Before the actual contest from October 18th to 21st, preliminary assessments and the final selection was administered in August. The Intelligent SoC Robot War Contest has two sections called Tank Robot and Taekwon Robot. The Tank Robot contest has robots in the form of tanks duel with laser beams through visual recognition, wireless communication, and audio recognition. On the other hand, the Taekwon Robot contest is a hand-to-hand fight. The robots had to be capable of defending, recognizing the opponent, and attacking without external control. The 15 teams of the Tank Robot section and the 10 teams of the Taekwon Robot section that passed through the preliminary selections participated in the final battles for 3 days starting on October 18th. The Tank Robot category winner “Sandi2007” showed great ability in visual sensing and the Taekwon Robot category winner “Triple K” had effective arm and leg combinations that eventually led the team to victory. Kyung Hee University’s “Sandi2007” received 2 million Korean Won as the grand prize along with a special recognition from the Prime Minister, while “Triple K” received 1 million Korean Won with a special recognition from the Secretary of the Ministry of Commerce, Industry and Energy (MOCIE). The Intelligent SoC Robot War contest was part of the 2007 International Robot Contest (IRC 2007) which was organized by the Center for Robot Industry Promotion (CRIP) and held at Convention & Exhibition Center (COEX) Indian Hall. Ki-Won Lee Receives Best Student Paper Award
Ki-Won Lee Receives Best Student Paper Award Ki-Won Lee, a doctoral student of Materials Science & Engineering, has received the Best Student Paper Award ‘Motorola Fellowship Award’ at 2007 Electronic Components and Technology Conference (ECTC). Lee’s paper is about a new bonding process of anisotropic conductive film using ultrasonic wave, which applies ultrasonic wave, instead of thermal compression, at the room temperature to reduce the process time from ten to three seconds. The recipients of Motorola Fellowship Award are selected by IEEE Components, Packaging and Manufacturing Technology Society, and Motorola awards special scholarship to recipients. The ECTC is the world’s largest yearly conference concerning electronic packaging technologies with more than 1,000 attendees and more than 300 presented papers.

KAIST Graduate Selected As Winner of IEEE Outstanding Young Engineer Award
- First Korean winner of IEEE Outstanding Young Engineer Award Dr. Myung-Jin Rhim, Bachelor, Master, and Ph.D of KAIST, has been selected to receive 2007 Outstanding Young Engineer Award by the Institute of Electrical and Electronics Engineers (IEEE) Components, Packaging, and Manufacturing Technology (CPMT) Society. Dr. Rhim will be the first Korean winner of the award. Dr. Rhim received his Ph.D of Materials Science & Engineering at KAIST in 2001 and has made outstanding research outputs, such as 28 papers at international journals covered by Science Citation Index (SCI) and 12 international patents. He has been also listed in Marquis Who’s Who in the World, Who’s Who of Emerging Leaders, Who’s Who in Asia, and Outstanding Intellectual of the 21st Century, 21st Century Award for Achievement published by the International Biographical Centre of Cambridge, England. IEEE CPMT Society has yearly awarded the Outstanding Young Engineer Award to a scientist or engineer of electronic components, packaging, and manufacturing technology prior to his or her 35th birthday in recognition of his or her research achievements. Dr. Rhim is now in his postdoctoral program at Georgia Institute of Technology in USA.

Prof. Lee Plants Commemorative Flower at NUAA
Prof. Lee Plants Commemorative Flower at NUAA Professor In Lee of Aerospace Engineering planted a commemorative flower - Hibiscus, the national flora of South Korea - at Nanjing University of Aeronautics and Astronautics (NUAA) on May 25, 2007. While some Chinese Nobel laureates have planted commemorative trees, Professor Lee is the first foreigner who has planted a commemorative flower at NUAA. His planting is expected to contribute to opening academic and research exchanges between South Korea and China. NUAA is the top university of China in the field of Aerospace Engineering and a technical university consisting of 2,800 faculty and staff and 26,000 students. NUAA has colleges of Aerospace Engineering, Science, Engineering, Management, Art, Humanity, Foreign Language, and International Education and actively promotes international academic and research exchanges and international student program.

Professor Yang Named Recipient of Dupont Science & Technology Award
Professor Yang Named Recipient of Dupont Science & Technology Award - Named as the recipient of Dupont Science & Technology Award of 2007- In recognition of his development of optical?bio-functional photonic crystal structures through Self-assembly of nanoparticles Seung-Man Yang, a professor of Chemical and Biomolecular Engineering of KAIST (President Nam Pyo Suh) and the president of the National Creative Research Initiatives Center for Photon and Fluid Integrated Circuit by the Ministry of Science and Technology, has been named as the recipient of Dupont Science & Technology Award. Dupont Korea, associate of Dupont, a world-class science firm, has established and conferred ‘Dupont Science & Technology Award’ since 2002 to promote basic sciences and industrial development of Korea. Dupont Science & Technology Awards are awarded to scientists of universities or state-run institutes who have made outstanding R&D achievements in the fields of Chemistry, Chemical Engineering, Material Science and Material Engineering within five years. Dupont Korea announced on May 2, 2007 that Professor Yang is the recipient of the award this year, following the strict examination by the Koran Academy of Science and Technology (KAST). The reason for the award is Professor Yang’s development of prototype optical?bio-functional photonic crystal structures that can process a huge amount of data, resulting from a study that has discovered the principle of Self-assembly where multifunctional nanoparticles are manufactured and assembled for themselves. Professor Yang’s recent research result about photon structures and nano patterns was published by Nature (February 2, 2006 edition); posted on Heart-Cut, the portal site of the American Chemistry Society (ACS), as highlight paper two times (November 4, 2002 and May 1, 2006); and introduced at Research/Researcher of MRS Bulletin by the U.S. Material Research Society (MRS) as main paper in December 2003. Professor Yang is very famous in Korea and abroad for the excellences of his research achievements and has made request seminars at Harvard University, University of Wisconsin, Caltech, University of California, etc. He is also invited speaker and session organizer of the MRS and the SPIE.

KAIST To Hold Robot Competition
KAIST To Hold Robot Competition KAIST (President Nam-Pyo Suh) will be holding ‘the 6th Intelligent SoC Robotwar 2007’ and is now receiving online applications at the official web site of the competition, www.socrobotwar.org. Application deadline is May 31, Thursday. ‘Intelligent SoC Robotwar’ is a competition of intelligent robots employing System on Chip (SoC) that commenced in 2002. In the competition, participants will embody their ideas in the same intelligent robot platforms and robot bodies, and how well the ideas are embodied will decide winners. In the part of tank robot competition (left photo), tank-like robots attack enemy robots by using laser, which demands technologies of scene analysis, radio communication and speech recognition. Hence, a variety of recognition algorithms and motion algorithms significantly affect match results. Taekwon robot competition is a fight competition of two-leg robots. In the competition, robots equipped with scene analysis technologies perceive the location, distance and motion of enemy robots and do motions of attack and defense with no control by operators. Teams must be made up of two or more persons including undergraduate or graduate students and all teams are entitled to participate in theoretical and practical education on platform boards for robots and intelligent robots. Final winner will be decided through qualifying test, preliminary matches and main matches. “The most distinct characteristic of this competition is robot’s intelligence takes top priority. It’s not remote control-operated robots but autonomously operating intelligent robots that will make Korean robot-related industries further profitable. KAIST and Samsung Electrics Signs Cooperation Agreement
- Industry-Academy cooperation program for enhancing global competitiveness and for obtaining new growth momentum - Two research institutes - Power Electronics Institute and Packaging Institute - open in KAIST- Fostering customized experts through researcher reeducation, field experiences, etc. KAIST (President Nam-Pyo Suh) and Samsung Electronics (President Ho-Moon Kang) will be promoting industry-academy cooperative activities to enhance their global competitiveness and to obtain new growth momentum. The both parties singed the agreement at KAIST conference room 1 on April 10, Tuesday, and two new research institutes - Power Electronics Institute (PEI) and Packaging Institute (PI) -opened this day. As a result, KAIST holds three research institutes managed in cooperation with Samsung Electronics, including the Radio Technology Institute (RTI) which was opened in 2005. The PEI aims to develop power supply devices for high-efficiency and high-power servers of flat display power supply, and will foster customized experts through researcher reeducation and field experiences. The PI will foster experts for improving packaging qualities and for developing next-generation technologies. Packing technologies are in the core field of electronics part industries which is going for integrating, systemizing and modulization. “I’m sure outstanding industry-academy researches and student education will raise the standings of the both bodies, and I promise generous support to produce further significant research results,” said KAIST President Suh. “This cooperation program will become an example of successful industry-academy cooperation. I’m expecting KAIST will become a trustworthy partner for Samsung Electronics to jump into one of the world’s top-class enterprises,” said Samsung Electronics President Kang.

Prof. Bien Named IFSA Fuzzy Fellow
Prof. Bien Named IFSA Fuzzy Fellow Zeungnam Bien, a professor of Electrical Engineering, has been named a Fuzzy Fellow of the International Fuzzy Systems Association (IFSA). IFSA Fuzzy Fellows are named by the Fuzzy Fellows Committee based on the degree of technical contributions to the fuzzy set and its relevant fields and the degree of contribution for the establishment of fundaments in the field of advanced applied technologies development and fuzzy fields. IFSA has named total 36 fellows since its first one at the world congress in Prague in 1997. Professor Bien has worked as the chairman of the IFSA and will be officially named a Fuzzy Fellowship at the IFSA World Congress at Cancun, Mexico in June.

KAIST to build large-scale civil engineering experiment center
- Geo-Centrifuge experiment center of an area of about 1,712 square meters and an estimated construction cost of total 8.4 billion won - Simulation laboratory in the field of geotechnical engineering with state-of-the-art experiment equipment- Ground-breaking ceremony held on April 3 at 4 pm KAIST will construct ‘distributed shared-type Geo-Centrifuge experiment center’, a large-scale civil engineering laboratory that will study natural disasters such as earthquake, embankment collapse, etc. with ground structure miniatures. A two-story building with a basement occupying an area of about 1,712 square meters will become a landmark laboratory in the field of geotechnical engineering that can be used for the education, research, and social infrastructure design by universities, institutes, and corporations via high-speed information and communication network. The estimated construction cost is 8.4 billion won. The center will be composed of experiment building including geo-centrifuge laboratory, model-making room, workshop, geotechnical engineering laboratory, and specimen storehouse; and research building including control room, video conference room, electronic library, and research rooms. A variety of convenience facilities for researchers and video conference and remote monitoring system, with which researcher at remote distances can directly participate in experiments, will be provided in the research building, and world’s top-class experiment equipment such as geo-centrifuge with a turning radius of 5 meters, a maximum acceleration of 130 G (130 times faster than the acceleration of gravity), a preload of 2,400 kg and bidirectional shaking-table that can reproduce earthquakes-like wave during experiments, and robots that can reproduce construction procedures by a remote control will be installed. Geo-Centrifuge experiment refers to an experiment that reproduces natural disaster-like motions by making miniatures of large-scale ground structures such as dams, slopes, etc. and using centrifugal forces generated from high-speed rotation. This experiment can easily and rapidly reproduce actual motions of ground structures at a low cost, thereby being widely used for various geotechnical engineering researches such as evaluation of seismic safety, movement of soft ground, slope stability analysis, etc. The causes of the embankment collapse in New Orleans by Hurricane Katrina in 2005 were also revealed by simulation tests by this experiment. “The center will make possible a variety of experiments and researches that have never been available in Korea due to the lack of experiment infrastructure, therefore activate researches over the design and construction of large-scale social infrastructures. Making possible civil engineering researches demanding the use of large-scale equipment like Centrifuge, severely dependent on overseas technologies so far, will enhance the global competitiveness of Korean construction industry,” said Dong-soo Kim, President of the center. The center will be constructed as part of the Ministry of Construction & Transportation (MOCT)’s project for the establishment of distributed shared-style construction research infrastructure, which is designed to establish construction research infrastructures in a national level. The ground breaking ceremony was held at KAIST on April 3 at 4 pm.

KAIST-Oracle Korea agrees on industry-academy cooperation
- To establish ERP systems throughout the entire fields of KAIST to provide advanced education and research services - To perform Joint R&D in the field of ubiquitous- Agreement signed at KAIST on April 5 KAIST (President Nam-Pyo Suh) and Oracle Korea (President Sam-Soo Pyo) signed an agreement on the industry-academy cooperation program for the establishment and joint researches of advanced education services system on April 5 at 11 am. KAIST and Oracle Korea will establish an Enterprise Resource Planning (ERP) system ‘ORACLE People Soft (PSFT) Campus Solution’ at KAIST. ‘PSFT Campus Solution’ refers to a university-oriented ERP system dominating world market share and will be introduced to KAIST for the first time among Korean universities. The establishment of ERP system and next-generation web services throughout KAIST will enhance KAIST’s management abilities over education and research, thereby making possible the offering of advanced education services. The both also agreed to promote joint researches in the field of ubiquitous. Major cooperation items are ▲ the establishment and operation of ERP systems, ▲ the creation of advanced education services model for universities in Korea and East Asia and the setting-up of foundation for standard information services, ▲ the exploration of and participation in joint concerns, ▲ the establishment of joint information association for the exchanges of science and technology information, ▲ joint researches and development projects by the both parties, and ▲ education and training for the advancement of education institutes. “The cooperation with world-class IT corporate Oracle can produce significant fruits of human power fostering and technology development in advanced fields,” KAIST President Nam-Pyo Suh said. “The industry-academy cooperation by Oracle having a variety of world’s top IT technologies and KAIST will be a stepping stone for the advancement of domestic education institutes. I’ll devote myself to developing the models of state-of-the-art universities in the 21st century via close mutual cooperation,” said Sam-Soo Pyo, President of Oracle Korea.
