KAIST gearing up to train physician-scientists and BT Professionals joining hands with Boston-based organizations
KAIST (President Kwang Hyung Lee) announced on the 29th that it has signed MOUs with Massachusetts General Hospital, a founding member of the Mass General Brigham health care system and a world-class research-oriented hospital, and Moderna, a biotechnology company that developed a COVID-19 vaccine at the Langham Hotel in Boston, MA, USA on the morning of April 28th (local time). The signing ceremony was attended by officials from each institution joined by others headed by Minister LEE Young of the Korean Ministry of SMEs and Startups (MSS), and Commissioner LEE Insil of the Korean Intellectual Property Office. < Photo 1. Photo from the Signing of MOU between KAIST-Harvard University Massachusetts General Hospital and KAIST-Moderna > Mass General is the first and largest teaching hospital of Harvard Medical School in Boston, USA, and it is one of the most innovative hospitals in the world being the alma mater of more than 13 Nobel Prize winners and the home of the Mass General Research Institute, the world’s largest hospital-based research program that utilizes an annual research budget of more than $1.3 billion. KAIST signed a general agreement to explore research and academic exchange with Mass General in September of last year and this MOU is a part of its follow-ups. Mass General works with Harvard and the Massachusetts Institute of Technology (MIT), as well as local hospitals, to support students learn the theories of medicine and engineering, and gain rich clinical research experience. Through this MOU, KAIST will explore cooperation with an innovative ecosystem created through the convergence of medicine and engineering. In particular, KAIST’s goal is to develop a Korean-style training program and implement a differentiated educational program when establishing the science and technology-oriented medical school in the future by further strengthening the science and engineering part of the training including a curriculum on artificial intelligence (AI) and the likes there of. Also, in order to foster innovative physician-scientists, KAIST plans to pursue cooperation to develop programs for exchange of academic and human resources including programs for student and research exchanges and a program for students of the science and technology-oriented medical school at KAIST to have a chance to take part in practical training at Mass General. David F.M. Brown, MD, Mass General President, said, “The collaboration with KAIST has a wide range of potentials, including advice on training of physician-scientists, academic and human resource exchanges, and vitalization of joint research by faculty from both institutions. Through this agreement, we will be able to actively contribute to global cooperation and achieve mutual goals.” Meanwhile, an MOU between KAIST and Moderna was also held on the same day. Its main focus is to foster medical experts in cooperation with KAIST Graduate School of Medical Science and Engineering (GSMSE), and plans to cooperate in various ways in the future, including collaborating for development of vaccine and new drugs, virus research, joint mRNA research, and facilitation of technology commercialization. In over 10 years since its inception, Moderna has transformed from a research-stage company advancing programs in the field of messenger RNA (mRNA) to an enterprise with a diverse clinical portfolio of vaccines and therapeutics across seven modalities. The Company has 48 programs in development across 45 development candidates, of which 38 are currently in active clinical trials. “We are grateful to have laid a foundation for collaboration to foster industry experts with the Korea Advanced Institute of Science and Technology, a leader of science and technology innovation in Korea,” said Arpa Garay, Chief Commercial Officer, Moderna. “Based on our leadership and expertise in developing innovative mRNA vaccines and therapeutics, we hope to contribute to educating and collaborating with professionals in the bio-health field of Korea.“ President Kwang Hyung Lee of KAIST, said, “We deem this occasion to be of grave significance to be able to work closely with Massachusetts General Hospital, one of the world's best research-oriented hospitals, and Moderna, one of the most influential biomedical companies.” President Lee continued, "On the basis of the collaboration with the two institutions, we will be able to bring up qualified physician-scientists and global leaders of the biomedical business who will solve problems of human health and their progress will in turn, accelerate the national R&D efforts in general and diversify the industry."

KAIST Technology Value Tops in Commercialization Market
KAIST became the first Korean university to achieve 10.183 billion KRW in annual technology royalties, and was also selected as an ‘Institution of Outstanding Patent Quality Management’ and an ‘Institution of Outstanding Public Patent Technology Transfer’ for 2020. KAIST earns its technology royalties through 56 technology transfer contracts. Following KAIST in the rankings were Seoul National University (SNU) in second place with 8.8 billion KRW from 87 contracts and Korea University (KU) in the third with 5.4 billion KRW from 133 contracts. The data shows the high value of KAIST-created technology in the market. The Korean Intellectual Property Office (KIPO) started to recognize the Institution of Outstanding Patent Quality Management this year to encourage profit-driven patent management at universities and public research institutes, and KAIST was selected as one of the four first recipients of this distinction. In addition, KAIST was selected as an Institution of Outstanding Public Patent Technology Transfer, a title given by KIPO to three universities and public research institutes this year with outstanding achievements in technology transfers and commercialization to encourage patent utilization. Director of the KAIST Institute of Technology Value Creation (ITVC) Professor Kyung-cheol Choi said that KAIST’s achievement in annual technology royalties and technology transfers and commercialization were prime examples of accelerating competitiveness in intellectual property through innovative R&D investment. In April, KAIST expanded and reorganized its Industry-Academia Collaboration Team into the ITVC to support technology transfers and commercialization. Specialized organizations such as the Intellectual Property and Technology Transfer Center and Industrial Liaison Center have been established under the ITVC, and industry experts have been recruited as special professors focusing on industry-academia collaborations to enhance its specialized functions. KAIST also operates an enterprise membership system and technology consulting system, aimed at sharing its outstanding intellectual property within domestic industries. In 2019, it secured a technology transfer commercialization fund of 1.2 billion KRW available for three years under KIPO’s Intellectual Property Profit Reinvestment Support Program (formerly the Korean Patent Gap Fund Creation Project). This program was introduced to bridge the gap between the technology developed in universities and the level of technology required by industry. Under the program, bold investments are made in early-stage technologies at the research paper or experiment phase. The program encourages enterprises to take active steps for the transfer of technologies by demonstrating their commercial potential through prototype production, testing and certification, and standard patent filing. KAIST is currently funding approximately 20 new technologies under this program as of July 2020. KAIST’s outstanding intellectual property management has also received international recognition, with its selection as Asia’s leading institution in university R&D intellectual property at the Intellectual Property Business Congress (IPBC) Asia 2019 held in Tokyo, Japan last October. KAIST Awarded the IPBC R&D Institution Team of the Year
KAIST was awarded the R&D Institution Team of the Year during the annual IPBC (Intellectual Property Business Congress) Asia 2019 held in Tokyo October 28-30. IPBC is a conference dedicated to IP value creation strategies hosted by IAM Media, a world’s leading IP business media platform. IPBC Asia 2019 recognized the institutions and businesses that employed innovative IP strategies and management to produce the greatest IP value in 11 categories covering automotive, electronics, healthcare and biotechnology, internet and software, R&D institutions, semiconductors, industrials, mobile and telecommunications, Asia IP deals, Asia teams, and Asia individuals. This year, KAIST was recognized as one of the most active patentees in the Asia-Pacific region by significantly increasing its IP value through licensing and tech transfers. Associate Vice President Kyung Cheol Choi of the Office of University-Industry Cooperation remarked, “We are so delighted to prove the strong research capacity of KAIST. This will help us accomplish our vision of being a leading university that creates global impact.”

KAIST Hosts a Symposium on IPR
KAIST’s Graduate School of Future Strategy (http://futures.kaist.ac.kr) hosted a symposium entitled “Future Strategies to Grow Korea as the Hub for the World’s Intellectual Property Rights (IPRs)” under the theme of “Patent Laws and a Revised Bill for the Code of Civil Procedures” in the National Assembly’s Memorial Hall on April 9, 2015. Experts who attended the symposium included Professor James Dator, Director of the Hawaii Research Center for Futures Studies, Sang-Wook Han, a lawyer and Vice President of Korea Intellectual Property Protection Association (KIPRA), and Min Seo, a former Chairman of Civil Law Revision Commission of the Ministry of Justice, Korea. The event consisted of special lectures, patent law presentations, a revised bill for the code of civil procedures in patent law, and a general discussion forum. Professor Dator, the keynote speaker, addressed the future of intellectual property. San-Wook Han (KIPRA) talked about new and effective changes in Korean patent law such as the compensation against IPR violations and the reduction of legal burden of proof in IPR disputes. Min Seo from the Ministry of Justice moderated a panel of eight members, which offered an in-depth discussion on the revised bill. A ceremony for “The Third Future Strategy Award” was also held at the symposium. Yeon-Soo Park, former Administrator of the National Emergency Management Agency, received the award for his work on the Northeast Asian International Business Center City Project which enabled the construction of Incheon International Airport and Songdo International City.

KAIST and the National Assembly of Korea Create a Committee to Plan "Patent Hub Korea"
The KAIST Graduate School of Future Strategy (GSFS) and the National Assembly of the Republic of Korea held a meeting at the National Assembly building in Seoul on September 23, 2014. At the meeting, the two organizations agreed to create a planning committee that will work for the construction of Korea as a global patent hub. In addition, the two also reviewed national laws and regulations related to patents and intellectual property rights (IPR) and discussed a future action agenda. Dean Kwang-Hyung Lee of GSFS, Chairman Ui-Hwa Chung of the National Assembly, Chairman Jong-Yong Yoon of the Presidential Council on Intellectual Property, and many representatives from the academia, government, and law participated in the meeting. Dean Lee, who is the co-chairman of the planning committee, said: “Although Korea has globally ranked number five in patents and IPR, it still suffers from the lack of relevant legal systems and professionals. I hope that the planning committee will serve as a catalyst to make Korea stronger in the field of intellectual property and to accelerate the creation of the Patent Hub Korea.”

Man-Gi Paik Appointed as New President of KAIST Alumni Association
The KAIST Alumni Association selected Man-Gi Paik, a patent lawyer at the prestigious law firm of Kim & Chang in Korea, as its 22nd president. President Paik will hold the post from January 2014 to December 2015. After receiving a Masters of Science in Electrical Engineering at KAIST in 1976, President Paik attended the Wharton School of the University of Pennsylvania in the United States and obtained a Masters of Business Administration. He served as the president of the Korean Association of Intellectual Property Service and a board member of KAIST. He is currently an adjunct professor at the Graduate School of Intellectual Property, KAIST. President Paik said, “I’m honored to lead the KAIST alumni and look forward to creating many opportunities to work for the development of our alma mater.”

President of WIPA Sang-Hui Lee and SK Hynix Awarded the 2013 Intellectual Property Award
The ceremony for the 3rd Intellectual Property Award was held at the KAIST campus in Seoul on November 2nd. The award is given annually to Korean practitioners in intellectual property. This year’s recipients were Sang-Hui Lee, the president of the World Intellectual Property Association of Korean Practitioners (WIPA) and the SK Hynix Patent Group which successfully defended a long-lasting claim against a patent specialist corporation. The Intellectual Property Award (IP Award) is presented in recognition to Korean individuals or groups that contributed to national competitiveness through creation, application, or proceedings of intellectual property, as well as to building the foundation for the protection of patents, intellectual properties, and trademarks. President Lee successfully hosted the Global Intellectual Property Summit in Seoul, which was held in October 2012. He was a crucial force behind the foundation of WIPA in May of this year and was also elected as the first president for the organization. Recently, President Lee has been at the forefront of job creation through the efficient use of intellectual property and the creative discovery of venture endeavors. President Lee said, “The unique characteristic of a knowledge-based society lies in the collaboration network of people and knowledge property, startups based on intellectual property, and decentralized development.” He added, “Just as Finland adopted a policy to build venture companies in utilization of intellectual properties and encouraged the decentralized growth throughout the nation after the collapse of Nokia, Korea must adapt to meet the changing requirements of the knowledge-intensive era.” The SK Hynix Patent Group, another recipient for the Intellectual Property Award, won the lawsuit, dragged on for 13 years, against the Rambus, an American patent specialized corporation. The group initially lost the first trial in the federal court of California, but through relentless research and efforts, they won the case in the appeals court. The IP Award was co-hosted by the Korea Patent Attorney Association, the Korea Intellectual Property and Service Association, and KAIST.

KAIST hosts 2013 Wearable Computer Contest
2013 Wearable Computer Contest (WCC) will be held in early November. This year’s contest is hosted by KAIST and sponsored by Samsung Electronics. Wearable computers are drawing attention in the IT world as a potentially convenient information and communication device for future generations, which are attached to clothing or on the body. As smartphones have grown increasingly more popular, various supporting devices are being developed. The IT industry is targeting wearable computers for future development. The main leaders of the field, Samsung, Apple (i-Watch) and Google (Google Glasses) are joining the race for its development. European and US firms halted their research in wearable computers in the 2000s, but there has been a great burst of interest recently. Korea has been consistently taking on wearable computer research since 2003 and held the Wearable Computer Contest for the last nine years. Since 2005, the contest aims to promote leading edge technological research and Intellectual Property (IP) as well as cultivate a professional workforce in Korea. The contest has promoted world class research in the field of wearable computer technology. Moreover, KAIST has increased support for its competing teams through Samsung sponsorship and is considering applying the technology from the contest into Samsung products. Winning teams receive 1,500,000 Korean won and Samsung smart IT devices to produce an actual wearable computer. KAIST has increased the number of members who can participate in the competing teams in the finals from 10 to 15 to provide more opportunities to develop wearable computers. With the theme “Smart IT: Any-information for Anybody,” the 2013 Wearable Computer Contest requires competing teams to suggest an innovative idea which combines IT and fashion for wearable computers. Teams that pass the paper and presentation evaluation go on to the finals, where 15 teams will have four months of production period for the final evaluation in November. The final teams also receive systematic education on ubiquitous computing, wearable computer platforms, and Human-Computer Interaction (HCI). The Wearable Computer Contest is holding an ideas contest pitched in a poster format. This contest evaluates proposals for wearable computers, and there is no requirement to enter the rest of the contest. Anyone can compete without having to physically make the product. KAIST to be Nominated as the Top 100 Innovators
A total of 7 South Korean universities, research institutes, and corporates, including KAIST, POSTECH, and Korean Research Institute of Chemical Technology, have been selected as the 2012 Top 100 Global Innovative Organizations. In particular, universities were part of the list for the first time in 2012, with two South Korean universities, KAIST and POSTECH, being the only entities representing their category. Thomson Reuters, the world"s leading media and financial-data firm, has announced a report entitled "2012 Thomson Reuters Top 100 Global Innovative Organizations", which includes KAIST and 6 other South Korean institutes, corporates, and universities. Thomson Reuters has been publishing an annual report since last year that selects the Top 100 Global Innovative Organizations by analyzing quantitative and qualitative data through original methods and criteria such as ▲the ratio of published patent applications to granted patents, ▲the number of innovative patents that have quadrilateral patents in their patent families, ▲the number of citations to each organizations" patents, excluding self-citations, and ▲the generation of a sizable amount of innovation. According to the most recent report, 47 American corporates and 21 European corporates have been selected as the Top 100 Global Innovative Organizations. Japan was the leading nation in the continent of Asia with 25 listed corporates, while 7 corporates, research institutes, and universities, including KAIST, have been selected from South Korea. Besides, POSTECH, Korea Research Institute of Science and Technology, Korea Electronics Technology Institute, LSIS, LG Electronics, and Samsung Electronics were the 6 other South Korean organizations that are included in the list. Doo Won-soo, chief of Public Relations Department of KAIST, said "Thomson Reuter"s selection of innovative organizations demonstrates that KAIST is an organization that puts great efforts for the development of advanced technologies and innovative research," also reminding that KAIST earned the 5th position by World Intellectual Property Organization (WIPO), an agency of the United Nations, among universities worldwide with applications for international patents. Meanwhile, Thomson Reuters is the world"s leading media and financial-data firm that offers valuable intelligent information to CEO"s and experts in the vast fields of finance, banking, legislation, taxation, accounting, intellectual properties, science, and media. Reports from Thomson Reuters are also accounted in the assessment of Times Higher Educations (THE), the British organization for world university rankings. The head office of Thomson Reuters is currently in New York, USA, with a total of 60,000 employees working overseas.

2012 Intellectual Property Rights Award Ceremony Held
The 2012 Intellectual Property Rights Award Ceremony was held at Seoul KAIST Campus. Recipients of the award included former congressmen Kim Young Sun and Lee Jeong Hyuk, and Kim Boo Kyung researcher at Electronics and Telecommunications Research Institute also representing Vooz Ltd. that created the character POOCA. The Intellectual Property Rights Award is given to an individual or a group that succeeded in utilizing, protecting, creating, and establishment of its foundation including patent, copyright, and brand. Intellectual Property Rights is viewed as of importance for future national competitiveness. The Award is organized by the Korea Patent Attorneys Association, the Korea Association of Intellectual Property Services, and KAIST and are respectively core institutions in the training of Intellectual Property Rights Experts and the creation, utilization, and the protection of intellectual property. In addition the Award is also co-organized by the KAIST Graduate School of Intellectual Property Rights (established in cooperation with KAIST and the Korean Intellectual Property Office) and the total 20 million Won of prize money is funded by Korea Institute of Intellectual Strategy and Kim Ok Lan Foundation. The Award Ceremony was held with a special lecture by the recipients. It was stressed that the evaluation process was carried out with that the decision is a silent message to the society and is also a type of market signal. Director Ko Gi Seok (Presidential Council on Intellectual Property) revealed that the candidates’ impact on the strength of national intellectual property rights was thoroughly scrutinized. In the criteria of Creation of Intellectual Property, ETRI received the award in recognition of the institution’s successful patenting and commercializing of products of Korean R&D. ETRI created a total of 251 International Patents in cooperation with ITU, ISO, IEE, etc. and also participated in a total of 9 International Standard Patent Pool, showing its active Intellectual Property management. Such efforts ranked ETRI 1st in the United States Patent Evaluation performed by the US Patent Board in 2011 out of 237 institutions. In addition Recipient of the Intellectual Property Utilization criteria, VOOZ ltd.’s Kim Boo Kyung promised the free use of their character POOCA in ETRI’s automated Korean-English translator. Researcher Kim Boo Kyung was rewarded with the award in recognition of his contribution to the domestic economy and realization of the commercialization of a copy right through licensing. Former congressman Kim Young Son received an Award in the Foundation criteria in recognition of his efforts in the establishment of the Presidential Council on Intellectual Property and the Basic Blueprints for the Intellectual Property Law. Former congressman Lee Jeong Hyuk received the same award in recognition of standardization and streamlining Intellectual Property Rights Policies. His realization and pursuit of the establishment of a balanced growth based on law for the competitiveness of businesses was the driving force behind his accomplishments.

Professor Kim Seung Woo and Professor Ko Kyu Young Receive the 7th Gyeong Am Scholar Awards.
Professors Kim Seung Woo and Ko Kyu Young of KAIST were named the winners for the 7th Gyeong Am Scholar Awards. The award winners are: Professor Ko Kyu Young of KAIST in the Biological Sciences category, Professor Kim Seung Woo of KAIST in the Engineering category, Professor Kim Young Shik of Seoul National University and Professor Kil Hui Seoung of Sogang University in the Humanities category, and Professor Hong Byoung Hee of Seoul National University in the Natural Sciences category. In the Liberal Arts category leader of Universal Ballet Company Moon Hoon Sook was chosen, and the Special Achievement Award was given to Historian Dr. Park Myoung Sun. Professor Ko discovered that it is Angionpoietin-1 that induces the growth of new blood vessels and thus made a significant contribution to the field of blood vessel formation, immune mechanism, and causes of cancer spread. Professor Kim developed a mini extreme ultra violet laser light source using the resonance principles of plasmon and made a great contribution in the acquiring of core technologies and its industrial commercialization in the field of super precise optical instruments. Gyeong Am Education and Culture Foundation was founded by the Chairman of Tae Yang Group, Song Geum Jo who had donated his entire fortune amounting to 100billion Korean Won to society by creating a public foundation aimed at encouraging advancements in learning, training of experts, and cultural developments for the betterment of Korea. The Gyeong Am Scholar Awards was established in 2005 and recognizes those scholars and artists who are making significant contributions in the frontlines of society. The awards ceremony is to be held at Busan on the 4th of November, three thirty in the afternoon and the winner of each category is to receive 100mil Korean Won in prize money with a commemorative plaque.
